The Restoration Seed Capital Facility Expands Eligibility to Project Developers

RSCF is pleased to announce that project developers are now eligible to receive support from the Facility, in addition to fund managers and advisors. This strategic decision aims to help bridge the investment gap in forest landscape restoration. According to the State of Finance for Forests 2025, annual investment in forests must increase more than threefold by 2030.

Since 2020, RSCF has been at the forefront of addressing a key bottleneck in forest landscape restoration by providing early-stage support—crucial for accelerating the scale-up of investments. The Facility offers reimbursable grants to fund managers to help cover the costs of fund set-up, fundraising, investment pipeline identification, and project assessment and preparation.

Over the past four years, RSCF has partnered with six fund managers and supported 16 projects in 13 countries across Latin America, Africa, and Asia. The vast majority of these projects have reached financial close, mobilizing USD 212.1 million in additional investment.

Going forward, RSCF will also partner with project developers that have demonstrated the ability to deliver and manage portfolios of high-integrity projects with strong environmental and social benefits. By supporting the early work of these project developers—alongside fund managers—RSCF will be able to deploy capital more rapidly, in line with the urgency of the climate and biodiversity crises and help close the finance gap for forest landscapes.

RSCF is funded by Germany’s Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety, and Luxembourg’s Ministry of the Environment, Climate and Biodiversity.

Mirey Atallah, Chief of the Adaptation and Resilience Branch, Climate Change Division at United Nations Environment Programme (UNEP) said: “Action is urgently needed to overcome the forest finance gap. Impactful projects continue to be held back by the lack of finance for early-stage project development, and this is the bottleneck that the RSCF seeks to address. The broadening of the Facility’s eligibility will accelerate its impact for nature, climate, and livelihoods.
